The Royal Devon & Exeter NHS Foundation Trust

The Royal Devon & Exeter NHS Foundation Trust is a leading acute hospital trust providing services to around 350,000 people in Exeter, East Devon and Mid Devon.  The RD&E has a track record for providing high quality healthcare services.  The Trust employs about 6,000 people and has an annual budget in the region of £313 million. The RD&E was one of the first NHS healthcare organisations to become a Foundation Trust and has a reputation for innovation and piloting initiatives before being rolled out nationally. The Trust spends approximately £90 million on goods and services essential to the good running of the health service locally. The Procurement and Logistics Department is responsible for the sourcing of goods and services throughout the organisation (with the exception of Estates expenditure which is managed by the Estates Department). Procurement and Logistics is also responsible for the efficient supply chains and distribution operation. The team delivers a procurement and logistics service to the Royal Devon and Exeter NHS Foundation Trust as well as a shared procurement service to the Devon Partnership NHS Foundation Trust and a partial procurement shared service (Capital and IT) to NHS Devon (previously known as Devon Primary Care Trust).

The Trust procures a wide range of goods and services, from medical products to cleaning services.

The department is responsible for:

  •  Preparing and administering Tenders (local and OJEU Tenders) in compliance with The Public Procurement Regulations 2006 and the Trusts’ SFI (Standard Financial Instructions)
  • Negotiating and drafting Contracts as a result of the Tendering Process
  • Contract management including regular business reviews with appointed suppliers
  • Distribution of goods throughout the different Trust locations
  • Stock control and stock management
  • Provide procurement advice to the Trust

 Procurement Process:

 Purchase of Goods and Services up to £5,000 (including VAT)

*      Informal Quotations Process with Request for Quotation (RFQ) to be issued to a minimum of three suppliers. This can be administered by the Directorates or through the Procurement Department.

 

Purchase of Goods and Services between £5,001 to £30,000 (including VAT)

*      Formal Request for Quotations (RFQ) to be issued to a minimum of three suppliers by the Category Buyers

 Purchase of Goods and Services between £30,001 and up to OJEU tender limit (including VAT)

*      Local tender process to be exercised. Tender to be administered by the Category Buyers

 Purchase of Goods and Services above OJEU tender limit £101,323 (excluding VAT)
